On Friday, May 4 the Carson City Sheriff’s Office will be conducting a compliance check. Minor decoys will be sent into local businesses in Carson City that serve alcohol. The decoys will attempt to purchase alcohol using their real identification.

We will be focusing on businesses checking identification properly, and denying the sale of alcohol to minors. A common mistake is not calculating the age correctly when checking identifications.

Please remember is you serve or sell alcohol, the person getting the alcohol must be born on or before the day of the purchase in 1997, making them 21 years old.

Our goal is to have 100 percent compliance and have no alcohol be sold to our decoys.

According to the Centers for Disease Control and Prevention (CDC)
— Excessive drinking is responsible for more than 4,300 deaths among underage youth each year.
— In one year, there were approximately 189,000 emergency rooms visits Nationwide by persons under age 21 for injuries and other conditions linked to alcohol.

We want our town’s youth to remain safe and sober over Cinco De Mayo weekend. Don’t let Cinco De Mayo ruin Seis De Mayo.

These checks are designed to help keep our juveniles safe and businesses in compliance with county and state laws. Any questions, please contact Deputy Jarrod Adams at jadams@carson.org.

According to the arrest report, a Carson City Sheriff’s Office Special Enforcement Team deputy made a traffic stop at Carson and Musser streets after observing a vehicle with fresh spray paint on it, having a missing turn signal lamp, not having a front license plate and the female driver not wearing a seat belt.

Through the course of the investigation, SET officers learned Marizcal-Ramirez allegedly had a gun pointed at him by Hotz as Dolby drove the vehicle from a Jeanell Drive residence in which he said he had been assaulted by an unidentified man. Marizcal-Ramirez told officers he owed Hotz money for drugs and Hotz was trying collect.

During further questioning he told officers that Hotz pointed the gun at him, and told him “I’m taking you. I want my money. You see this f**kin’strap?” according to the arrest report.

A drug detection canine alerted positive for drug odor. During a search of the vehicle, which had fictitious license plates, officers found several items related to drugs and weapons in the vehicle, including baggies of methamphetamine, a digital scale, a handgun under the passenger seat where Hotz was seated, hand gun cartridges, a 13-round magazine and one round in the chamber. Hotz is a convicted felon for drug trafficking and is prohibited from having a firearm. The gun was reported stolen in NCIC from Lassen County, Calif., according to the arrest report.

The head stamp, projectile weight and caliber were the same as the ammunition located in the handgun under Hotz’s seat. There was also a black nylon holster and 33 additional .45 ACP rounds located in a small black bag. A backpack was also located in the truck which contained property that was reported stolen by the Reno Police Department during a vehicle burglary report.

Dolby said they met with Marizcal-Ramirez at Walmart and that he had already had injuries. Evidence collected at the Jeanell address proves Dolby wasn’t telling the truth, according to the arrest report.

JoAnne Skelly: The Fruit Tree Guru’s Timely Tips

Soon it will be time to thin excess fruit on fruit trees according to my fruit tree guru, Michael Janik.

He writes “Thinning is an essential step in producing larger, tastier fruit and will also help prevent damage from insects.”

Of the common fruits, only cherries do not need thinning. Ideally, thin when the fruit is one-fourth to three-fourths of an inch in diameter. After the fruit is an inch in diameter, it is too late to improve fruit quality.

Michael pointed out a technique for thinning: “First lightly run your fingers over the fruit; a good number of the fruits will fall off as some fruits were not completely fertilized or the tree is selectively pruning itself. Then, remove any damaged/deformed fruits.”

Apples and pears form in clusters. Leave the largest fruit of the cluster and remove the others.

There are guidelines for the distance left between fruit: http://homeorchard.ucdavis.edu/8047.pdf

Another important topic Michael covered in his recent newsletter was pests, both insects and diseases. Many fruit tree pests are common in spring and summer.

Aphids, including wooly apple aphids, are likely. Root weevils, so-called because their larvae live in the roots of plants, will chew pinking shear-like edges on leaves.

Pear or cherry slugs, which are the larvae of sawflies, will rasp the tissue off leaves creating a lacy appearance.

Michael calls codling moths, “the most damaging pest of apples and pears.” The moths are the parents of the worms (caterpillars) that invade apples and pears.

For detailed information on codling moth go to http://www.ipm.ucdavis.edu/PMG/PESTNOTES/pn7412.html or http://utahpests.usu.edu/ipm/htm/fruits/fruit-insect-disease/codling-mot...

Apples and pears are susceptible to a bacterial disease called fire blight. The signs of this disease are a watery, light tan ooze that comes out of small to large areas of dead bark and then turns into dark streaks on branches or trunks.

Flowers, shoots and/or young fruit can shrivel and blacken. Infected flowers and flower stems wilt and turn black on pear trees and brown on apple trees.

If you prune any of this damage, disinfect all tools with isopropyl alcohol or Lysol to avoid spreading this highly infectious, damaging disease from limb to limb or tree to tree.

For more information on managing fire blight see my publication: http://www.unce.unr.edu/publications/files/ho/2001/fs0156.pdf

Powdery mildew, a common fungal disease, can infect growth tips of limbs with a dull gray coating. Prune off the infected portion back to a branch or bud, dispose of the affected sprouts, and spray a disinfectant on pruning tools after use.

According to the report, law enforcement was dispatched to the area on a domestic dispute call. Upon arrival, the responding Sheriff's deputy could hear loud screams coming from a female at the residence.

At some point while yelling at the female, the male suspect then kicked her in the buttocks. She was able to finally flee outside of the house and barricaded herself in a vehicle, where she dialed 9-1-1.

The female was observed to have marks on the left side of her neck. The male had marks on his forehead and left shoulder. He appeared highly intoxicated to the officer and was not fully cooperative.

A Carson City couple face drug, firearm and child neglect charges after a search warrant was served at a home in which, among other things, a loaded handgun was located underneath a couch pillow where their 2-year-old had been sleeping.

Arrested by Carson City Sheriff’s Office Special Enforcement Team and TRI-Net were Ian Michael Anrig during a traffic stop at Sonoma and South Carson streets and Lynsey Summerae Kieffer, at the couple’s Koontz Lane residence. Both are 28 years of age.

According to the arrest report, Carson City Sheriff’s Office SET and Tri-Net had been conducting surveillance of the Koontz Street home, following credible intelligence that there was narcotics use at the location.

Undercover officers followed the couple to a grocery store, and then back to their home. The man then left the home in his vehicle, winding up in the middle of a crosswalk at a red traffic light in the area of South Carson and Koontz Lane. A SET deputy activated his lights and briefly turned on the siren. The vehicle pulled over at Sonoma and South Carson streets.

The deputy made contact with the driver. He was asked if he had any weapons or drugs in the vehicle in which he replied no, the arrest report states. A canine did an exterior sniff on the vehicle and alerted positive.

Inside the vehicle on the passenger seat officers located a saline tube, small cotton balls in a plastic baggie, small cellophane wrapping and unused small colored balloons, all considered items used in packaging heroin. A deputy located a hypodermic device with residue.

The man was arrested. In the glove box officers located a plastic container with 1 point of heroin and a wallet with the woman’s California ID card. A records check of the woman was done through dispatch where it was learned she had an extraditable, confirmed felony warrant out of California.

In the trunk of the vehicle, deputies located 2 containers that were full of hypodermic needles, several empty multi-colored balloons, metals tins used to heat narcotics and small cellophane bags commonly used to package heroin, the arrest report states.

As the traffic stop was being handled, Tri-Net maintained visual of the Koontz Street residence. An arrest warrant to search the home was requested and granted. Deputies arrived at the location. Kieffer, who was outside the home, was detained.

Officers were informed there was at least 1, possibly two children in the home. Deputies went inside the home and located the couple’s 2-year-old son sleeping on the couch in the living room. In plain view officers located a heroin rig, sharp containers and multiple needles, saline packets, used needles and a loaded pistol magazine. The search warrant was amended to search for narcotics and firearms, the arrest report states.

Officers observed toys strung along the walls, in baskets and all over the floor of the living room. On the couch under the pillow where the boy was sleeping, officers located a loaded Taurus G2 9mm handgun with 9 rounds in the gun magazine. Located on an end table next to the couch was spoiled milk in a child’s bottle, multiple orange needle caps on the floor and small cotton balls.

Located on a book shelf two feet from the floor was a 9mm magazine with 3 rounds inside, on the bottom of the shelf, 4 inches from the ground there was a clear plastic bag with numerous items of drug paraphernalia, including conainers with numerous needles. On the floor was an AR 15 lower and three small baggies with trace amounts of heroin, the arrest report states.

In a bedroom, deputies located approximately 300 needles both clean and dirty and on the floor next to the bed were 7 multi-colored opened heroin balloons. On a speaker next to the bed was a .380 Bersa handgun in a box with a magazine. Leaning against the bed with the barrel pointing up and the stock on the ground was a Mosin Magant rifle. Near the rifle and handgun there was a .50 caliber ammo container with ammo inside, according to the arrest report.

Located at the fireplace inside the home was more paraphernalia and on the dining table was a metal box that contained two bottles of methadone and a package of Narcan. Inside the laundry room was a digital scale with residue on it.

It was determined the child was in arms reach of nearly all the items recovered, the arrest report states.

Deputies interviewed the woman who said she has absconded from probation for 3 years out of California and described she and Anrig as drug addicts using approximately 1 point of heroin a day for 2 years.

A man and woman were arrested Friday evening at 7:05 p.m. in the 3800 block of Goni Road after they were found in possession of drugs, a Carson City Sheriff's deputy reported, including heroin and methamphetamine.

Kyle Thomas Ostergaard, 33, of Carson City and 26 year-old transient Aprile Lyn Knight were taken into custody for felony drug possession after a Sheriff's deputy responded to a gaming business on a report of unwanted subjects with drugs, the arrest report said.

The business manager contacted law enforcement, reporting that a female suspected to be under the influence of drug was refusing to provide identification on the gaming floor. She eventually went outside and loitered next to a white vehicle, the report said.

Law enforcement officers arrived and made contact with the female and two other subjects at the vehicle. One was Ostergaard.

Knight reported to deputies that there was a knife in the vehicle and attempted to reach for it. Officers gave her commands to leave it inside the vehicle and she was instructed to sit on the curb, the report said.

Knight admitted to using methamphetamine the day before. However, both she and Ostergaard appeared to be under the influence of controlled substances while talking with law enforcement.
